Introduction: The Kidneys of the Landscape
Often called the ‘kidneys of the landscape’ for their unparalleled ability to filter pollutants, Wetland Ecosystems are among the most productive and biologically diverse environments on Earth. These are transitional zones, where land and water meet, creating unique habitats critical for ecological balance, human livelihood, and climate regulation. For any serious UPSC aspirant, a deep understanding of wetlands, their conservation status, and the threats they face is indispensable for success in both Prelims and Mains.
Defining a Wetland: The Global Standard
According to the Ramsar Convention, the cornerstone of global wetland conservation, a wetland is defined as an “area of marsh, fen, peatland or water, whether natural or artificial, permanent or temporary, with water that is static or flowing, fresh, brackish or salt, including areas of marine water the depth of which at low tide does not exceed six meters.”
Three core characteristics define these ecosystems:
- Prolonged Water Presence: The land is either covered by water or features waterlogged soil for at least seven consecutive days during the growing season.
- Adapted Flora: They host specialized plant life known as hydrophytes, which have evolved unique adaptations to thrive in wet, low-oxygen conditions.
- Hydric Soils: The soil is distinctly different from the surrounding uplands. Known as hydric soils, they are characterized by anaerobic (low oxygen) conditions resulting from prolonged saturation.
Fun Fact: Wetlands occupy a mere 6% of the Earth’s land surface, yet they support an astonishing 40% of all plant and animal species. They are true biodiversity super-hotspots.
Classification of Wetlands in India
India’s vast and varied geography gives rise to a rich tapestry of wetlands, which can be broadly classified into two main categories:
- Inland Wetlands:
- Natural: Lakes, Ponds, Ox-bow Lakes, Swamps, and Marshes.
- Man-made: Reservoirs, Tanks, Ash Ponds, and other waterlogged areas created by human activity.

The Indispensable Functions of Wetlands
Wetlands provide a vast array of critical ecosystem services, which are the benefits that humans and the environment derive from these ecosystems. These services are vital for environmental health and socio-economic well-being:
- Hydrological Regulation & Flood Mitigation: Acting as natural sponges, wetlands absorb and store excess rainfall, significantly reducing the intensity of floods and recharging groundwater tables. They also maintain stream flow during dry seasons.
- Water Purification: They are nature’s water treatment plants. They trap sediments, filter pollutants, and recycle nutrients, thereby improving water quality.
- Biodiversity Sanctuaries: Wetlands are vital habitats for a vast range of aquatic flora and fauna. They serve as critical breeding and nesting grounds for fish and are indispensable stopover sites for migratory bird species along the Central Asian Flyway.
- Livelihood and Economic Support: They are a direct source of sustenance for millions, providing drinking water, fish, fodder, and fuel. They also bolster local economies through sustainable tourism, recreation, and their cultural significance.
- Climate Stabilization & Coastal Protection: Coastal wetlands, especially mangroves and salt marshes, act as natural barriers, protecting communities from storm surges and shoreline erosion. Furthermore, wetlands are powerful carbon sinks, sequestering vast amounts of carbon and helping to stabilize the global climate.
Analogy: Think of a coastal wetland as a city’s most advanced green infrastructure. It simultaneously functions as a storm drainage system, a water treatment plant, and a public park, all while being self-sustaining and powered by nature.
Threats: The Silent Crisis and Harmful Algal Blooms (HABs)
Despite their immense value, India’s wetlands are facing severe degradation from a multitude of anthropogenic pressures:
- Land Use Change: Unplanned urbanization, conversion for agriculture, and expansion of aquaculture are leading to the rapid disappearance of wetlands.
- Pollution: The discharge of untreated domestic sewage, industrial effluents, and agricultural runoff laden with pesticides and fertilizers poisons these fragile ecosystems.
- Habitat Destruction: Deforestation in catchment areas, overgrazing, and illegal sand mining destroy the physical structure of wetlands.
- Climate Change: Altered rainfall patterns, rising temperatures, and sea-level rise pose long-term existential threats.
A dangerous and increasingly frequent consequence of this degradation is the formation of Harmful Algal Blooms (HABs).
- Causes: Often called ‘red tides,’ HABs are caused by the explosive growth of algae. This phenomenon is fueled by eutrophication—the nutrient enrichment of water bodies, particularly with nitrogen and phosphates from pollution—and exacerbated by rising water temperatures.
- Dangers: When these massive algal blooms die and decompose, they consume huge amounts of dissolved oxygen, creating vast low-oxygen or hypoxic ‘dead zones.’ This suffocates fish and other aquatic organisms, leading to mass mortality events. Critically, some algal species produce potent neurotoxins that can bioaccumulate in the food web, poisoning shellfish, fish, marine mammals, and humans who consume contaminated seafood.
India’s Conservation Framework
Recognizing the urgent need for protection, India has established a multi-pronged conservation strategy.
National Wetlands Conservation Programme (NWCP)
Launched in 1985-86, the National Wetlands Conservation Programme (NWCP) is a central government initiative aimed at preventing wetland degradation and promoting their ‘wise use.’ Its key objectives include creating policy guidelines, providing financial and technical assistance to states for conservation, and monitoring the health of wetlands nationwide.
The Ramsar Convention & The Montreux Record
The Ramsar Convention is an intergovernmental treaty providing the framework for the conservation and wise use of wetlands. Sites designated under this convention are recognized as ‘Wetlands of International Importance.’ A key tool within this framework is the Montreux Record, a register of Ramsar sites where adverse ecological changes are occurring due to human interference. It essentially acts as a ‘watchlist’ to flag sites that require urgent national and international attention.
Currently, India has two sites on the record:
- Keoladeo National Park, Rajasthan (1990): Listed due to water shortages and an unbalanced grazing regime.
- Loktak Lake, Manipur (1993): Listed due to pollution, deforestation in its catchment area, and an infestation of invasive water hyacinth.
Notably, Chilika Lake, Odisha, which was placed on the record in 1993, was successfully removed in 2002 following remarkable restoration efforts—a testament to effective conservation action.
Captivating Statistic: Loktak Lake, a Montreux Record site in Manipur, is the only place on Earth that is home to the phumdis—unique floating islands made of vegetation, soil, and organic matter. The largest of these phumdis hosts the Keibul Lamjao National Park, the last natural refuge of the endangered Sangai deer, also known as the ‘dancing deer’.
